Strong record of Effective Advocacy. CTD’s “greatest advocacy hits” since 2004 include:
- In the 2004 interim, successfully worked with policymakers to restore over $175 million in scheduled community attendant care cuts, positively impacting 100,000 Texans with disabilities
- Closed the negotiation with Governor Perry to restore critical funds to a program that moves kids with disabilities out of institutions and into families
- Lead advocacy efforts regarding the Americans with Disabilities Act (ADA); developing bill language, finding sponsors to carry legislation to better protect Texans with disabilities. Filed amici briefs in several critical ADA cases.
- CTD staff serve on over a dozen policy making boards and task forces, and serve as gubernatorial appointees on state level disability councils.
- Promoting Help America Vote Act (HAVA) new federal law that makes it easier, faster, more secure for voters with disabilities to participate in this basic right privately. A leader in monitoring and opposing voting legislation harmful to people with disabilities.
- One of the lead advocates in securing $300 M (2005), $267M (2007) and $433M (2009) in new funds to reduce community services wait lists.
- Increased funding for comprehensive rehab services for traumatic brain or spinal cord injuries.
- Initiated/passed HB2819, the “508” bill, improving accessibility of state websites, telecommunications and information technology; initiated passed HB2216 that ensured that structurally modified vehicles would be available to people with disabilities; initiated/passed HB1805 to allow hunters with disabilities to use laser sighting devices.
- Key advocate on successful bills for accessible parking, institutional reform, employee rights, procedures for motor vehicle sales tax exemptions, pedestrian safety and more.
- National advocacy awards from the National Council on Independent Living and the University of Michigan.
- Public Awareness: Changing attitudes about disability!
- CTD organized the historic Team Everest ’03 expedition (www.teameverest03.org), Capitol Ride (www.cotwd.org/capride.html), the nationally recognized Legless Lizard Tour de Tejas (www.cotwd.org/legless_lizard.html) and established the Cinema Touching Disability Film Festival (www.ctdfilmfest.org), the state’s first cross-disability film festival.

Consumer Member Organization
- Governing body must consist of 51% persons with disabilities.
- Has activities and/or services whose primary purposes are the advancement of disabled persons.
- Is an established, recognized, noncommercial Texas organization or enterprise.
- Has, in the case of a state consumer member organization, one or more of the following:
- Chapters or offices in at least 2 Texas cities
- Regularly convened meetings or gatherings of its members in at least 2 Texas cities
- Significant statewide membership
- Regular activities that influence or deal with statewide membership
- A chapter or office in Texas that serves as a local or regional affiliate of a national organization
